those boats are probably thinking "i want one too - that will settle all traffic".
Chris: They are thinking "why aren't we going anywhere?"
I was busy looking at the pretty boats... Took me a minute to see the horns! Isn't that odd!
Chris: It is odd Elizabeth. I have never understood it..

Fog horns? Rain collectors? Loudspeakers? Listening devices for GCHQ? A complete waste of money fro council tax payers? The bridge architect has a friend on the council? So many questions but no answers.
Chris: But quite a number of pertinent suggestions..

I thought of music on the bridge - we know the saying "grow horns" in German, too, but also the saying " jemandem Hörner aufsetzen" = to cuckhold s.o.,, " ins gleiche Horn blasen" = to sing the same tune.
Chris: I will have to try to see if I can find the means to decode this architectural silliness Philine..
Created in the halcyon days before the Tory government decided to savagedly cut county council budgets. to inforce their ideology of privatisation.
Chris: What ON EARTH are you talking about!!?
Perhaps they perform some vital structural role....

Nah...they are just daft
Chris: Daft indeed..
My practical nature needs to have a reason for this.
Chris: My impractical one says poncey architectural nonsense..

Philine's second comment explains all, most unsual.
