Looks like the builder got fed up and walked off site leaving the city walls unfinished.
Chris: This was taken at a place called Dolebury Warren on the Mendips, this might have been a fort

Dry stone walling is incredibly hard labour, not something I wish to repeat or I would have offered to fix it for you ;o)
