We could be in Germany where we see overall the English term 'Sale' ..., only the bunting's colours show that we are in GB! I think he is waiting for his wife who has entered the shop. The older generation is very present in our towns, the senescence of our societies is a general phenomenon ...

smile grin..... your reply to Alan..... when I was 18 I worked at a department store (while I was at school for being a windowd-resser) and at the store, one of our mannequins was missing..... exactly, somebody picked her up and walked out of the store.... I thought that was hilarious.
